lnternational Public Solicitation Announcement
根据德化县人民政府的相关文件,德化县住房和城乡建设局委托泉州诚杰信建设工程管理有限公司,就德化县花园城市设
计方案组织国际公开征集,欢迎有兴趣参与的设计单位参加本次征集活动,现将相关事项公告如下:
According to the relevant documents of the People"s Government of Dehua County,the Housing and Urban-Rural
Construction Bureau of Dehua County commissioned Quanzhou Chengjie Xin Construction Engineering Management Co.
Ltd.to organize an international open solicitation for the design scheme of the Garden City of Dehua County.Designers who
are interested in participating in this solicitation are welcome to participate in this solicitation.The relevant matters are
announced as follows:
一、项目背景Project Background
根据《德化县抓城建提品质2025年专项行动方案》(德委办(2025〕22号)等文件要求,为全面构建世界瓷都花园城市
空间建设体系,打造“大城关”高品质城市空问格局,进一步提高“世界陶瓷之都”的知名度和影响力,推动德化县文旅产业高质
量发展,拟对本项目方案设计进行国际公开征集。
ln accordance with documents such as the"Dehua County 2025 Special Action Plan for Urban Construction and
Quality lmprovement"(De Wei Ban <2025> No.22),and to comprehensively build a world ceramic capital garden city spatial
construction system,create a high-quality urban spatial pattern for the"Da Chengguan"(a development strategy specific to
Dehua,emphasizing a concentrated urban core within the county),further enhance the fame and influence of the "The
World Ceramics City",and promote the high-quality development of Dehua County"s cultural and tourism industry, an
international public solicitation for the design scheme of this project is planned.

德化县位于福建中部、泉州北部,县域面积2232平方公里,辖18个乡镇、223个村(社区),作为大城关发展典范,
于上世纪八十年代末开始实施“大城关”发展战略,率先撬开城镇化大门,开创了全国为数不多的“以产兴城、以城聚人、产城
融合”的大城关发展模式,被中央党校作为典型案例编成课题丛书。近年来,德化县不断深化“东拓南进、整合提升”发展布
局,推进“大城关”与县域副中心建设,形成“一核引领、多点支撑”格局,现有城镇常住人口126.94万,常住人口城镇化率
79.47%,城区30.8平方公里,入选全国县城新型城镇化建设示范名单、全国首批自然资源节约集约示范县、国家智慧城市试
点、福建首个统筹城乡发展试点、省级城乡融合发展试点县。
Dehua County is located in central Fujian and northern Quanzhou,with a county area of 2232 square kilometers,
governing 18 townships and 223 villages(communities).Asamodel of"Da Chengguan”development,it began implementing
the“Da Chengguan”development strategy in the late 1980s,pioneered opening the door to urbanization,creating a rare
national development model of"industry revitalizing the city,the city gathering people,and industry-city integration"which
was compiled into a case study series by the Central Party School.ln recent years, Dehua County has continuously
deepened the development layout of"Expanding East and South,lntegrating and Upgrading"promoting the construction of
the"Da Chengguan"and county sub-centers,forming a pattern of"one core leading,multiple points supporting."The
current urban permanent population is 269,400,with a permanent population urbanization rate of 79.47%.The urban area
covers 30.8 square kilometers.lt has been selected for the National County New Urbanization Construction Demonstration
List,the first batch of National Natural Resource Conservation and Intensive Utilization Demonstration Counties,a National
Smart City Pilot,Fujian"s first pilot for integrated urban-rural development,and a provincial-level urban-rural integration
development pilot county.
如何满足德化县从国际视角高起点设计、高标准建设山区县城花园城市样板是本次国际方案征集的重要课题。诚邀具有顶
尖水平和丰富经验的全球设计机构参与,旨在汇聚全球智慧、国际视野、前瞻思维、创新理念,提出高水准、可实施的德化县
花园城市设计方案。
How to meet the need for designing and constructing a mountainous county garden city model for Dehua County from
an international perspective with high starting points and standards is an important topic for this international scheme
solicitation.Top global design institutions with top-level and rich experience are sincerely invited to participate,aiming to
gather global wisdom,international vision,forward-thinking, and innovative ideas to propose a high-level,implementable
Dehua County Garden City design scheme.
二、设计范围和设计目标Design Scope and Content
(一)花园城市设计范围Garden City Design Scope
1、总体设计Overall Design
德化县花园城市设计,总体设计的规划总面积约为30平方公里,该数据参考《德化县国土空间总体规划(2021-2035年)》
中心城区土地使用规划图。
The overall design for the Dehua County Garden City covers a total planning area of approximately 30 square
kilometers.This data references the Central Urban Area Land Use Planning Map from the"Dehua County Territorial Spatial
Master Plan(2021-2035)"

2、重点区域城市设计导则:德化县花园城市设计重点区域城市设计导则的地块面积合计约为200公顷(重点区域城市设
计的规划范围为新建区域100公顷、存量更新区域100公顷)。
Guidelines for Urban Design in Key Areas:The total land area of the key urban design guidelines for Dehua County"s
Garden City is approximately 200 hectares (the planning scope for key area urban design includes 100 hectares of new
development area and 100 hectares of stock renewal area).
(二)花园城市设计目标Garden City Design Objectives
本次花园城市设计方案旨在彰显“世界陶瓷之都”德化县的地域、山水、人文、陶瓷等特色的前提下,响应建设创新、宜
居、美丽、韧性、文明、智慧的现代化人民城市,借鉴“国际花园城市”新加坡、“山城”重庆及国内外其他花园城市的经验做
法,以国际性的视野、前瞻性的理念、创新性的思路,在德化县国土空问总体规划和总规、控规的基础上,编制形成《德化县
花园城市设计方案》,按照一次性规划、分期实施的办法,指导花园城市设计与建设,打造高标准的“德化版”山区县城花园城
市样板。
This Garden City design scheme aims to showcase the regional, landscape,cultural,and ceramic characteristics of
Dehua County,the "The World Ceramics City,"while responding to the construction of an innovative,livable,beautiful,
resilient,civilized,and smart modern people"s city.Drawing on the experiences of"lnternational Garden City"Singapore,
"Mountain City"Chongqing, and other domestic and international garden cities,and with an international perspective,
forward-thinking concepts, and innovative ideas,the scheme will be developed based on the Dehua County Territorial
Spatial Master Plan and regulatory plans.The resulting"Dehua County Garden City Design Scheme" will guide garden city
design and construction through a one-time planning,phased implementation approach,creating a high-standard "Dehua
Version"mountainous county garden city model.
三、征集方式Bidding Method
本次征集活动包括资格入围和方案评选两个阶段,各阶段的任务和成果要求详见第二部分《设计任务书》。
This solicitation activity includes two stages:Prequalification and Scheme Selection.The tasks and deliverable
requirements for each stage are detailed in Part 2,the"Design Brief"
(一)资格入围阶段。以公开报名的方式招募国内外优秀设计单位,通过资格及方案提案评选确定入围名单,允许以联合
体形式投标。投标单位需提供包括资质水平、主创设计师及团队成员、业绩证明等能体现团队设计实力的相关证明材料,并提
出初步的初步概念设计方案。最终由资格预审评委会评选出5家入围投标单位进入下一阶段的方案评选。若投标单位数量或
入围投标单位数量未达5家要求,主办单位有权决定符合项目要求的申请人全数入围,也同样保留重新组织方案征集的权利。
(1)Prequalification Stage:Excellent domestic and international design entities are recruited through open registration.
The shortlist is determined through qualification and scheme proposal evaluation.Consortium bidding is permitted.Bidder
must submit relevant proof materials demonstrating the team"s design strength,including qualification level,lead designer
and team members performance certificates,etc.,and submit a preliminary conceptual design proposal.Ultimately,the
Prequalification Review Committee will select 5 shortlisted bidder to proceed to the Scheme Selection stage.lf the number
of bidder or shortlisted entities does not meet the requirement of 5,the Host has the right to decide that all applicants
meeting the project requirements may be shortlisted,while also retaining the right to reorganize the scheme solicitation.
(二)方案评选阶段。由入围的投标单位按照《德化县花园城市设计任务书》要求提交方案深化设计文件和讲解视频(若
有)用于现场评选。由德化县四套班子领导,县直相关部门、属地乡镇主要领导和特邀专家等组成方案评审委员会,在听取5
家入围设计单位汇报后,综合各方意见并结合5家入围设计单位的方案内容确定排名顺序,委托排名第一的设计单位开展后续
方案整合和深化工作。方案整合和深化可吸取各投标方案优点,同时按照德化县人民政府、专家等各方意见整合为一版具有整
体性和独创性的方案,形成具有指导性的设计深化文件,指导规划实施。
(2)Scheme Selection Stage:The shortlisted bidders will submit detailed scheme design deliverables and explanation
videos (if any) according to the requirements of the"Dehua County Garden City Design Brief" for on-site selection.A
Scheme Review Committee composed of leaders from Dehua County"s four sets of leadership teams, relevant county
departments,main leaders of the local townships,and specially invited experts will listen to presentations from the 5
shortlisted bidders.Based on comprehensive opinions and the content of the 5 shortlisted bidders"schemes,a ranking order
will be determined.The top-ranked design organization will be commissioned to carry out subsequent scheme integration
and deepening work.The integration and deepening can incorporate the strengths of all tender schemes and be integrated
into a cohesive and original version according to the opinions of the Dehua County People"s Government,experts, and other
parties,forming guiding Detailed Design Documents to guide planning implementation.
四、征集要求Bidding Requirements
1、投标单位资质要求Bidder Qualification Requirements
1.1本项目要求投标人须具有独立承担民事责任的能力,不接受自然人参与。法定代表人为同一个人的两个及两个以上法
人,母公司、全资子公司及其控股公司,不得同时参加报名。
This project requires the bidder to have the capacity to independently bear civil liability.Participation by natural persons
is not accepted.Two or more legal persons with the same legal representative,parent companies,wholly-owned
subsidiaries,and their holding companies may not participate simultaneously.
1.2如投标人为中华人民共和国境内注册(除港、澳、台机构)的法人单位,须同时具备以下资质要求:
If the bidder is a legal entity registered within the People"s Republic of China (excluding Hong Kong,Macao,and Taiwan
institutions),it must simultaneously meet the following qualification requirements:
①中华人民共和国自然资源部颁发的城乡规划编制甲级资质(根据《自然资源部办公厅关于国土空间规划编制资质有关问
题的函》的规定,原中华人民共和国住房和城乡建设部颁发的证书可继续使用);②建设行政主管部门核发有效的工程设计综
合甲级资质,或具备建设行政主管部门核发有效的建筑行业设计甲级资质,或建设行政主管部门核发有效的的风景园林工程设
计甲级资质。
①Certificate of Class A Qualification for Urban and Rural Planning Compilation issued by the Ministry of Natural
Resources of the People"s Republic of China (according to the"Letter from the General Office of the Ministry of Natural
Resources on lssues Related to Territorial Spatial Planning Qualifications"certificates originally issued by the Ministry of
Housing and Urban-Rural Development of the People"s Republic of China can continue to be used).②Valid Class A
comprehensive engineering design qualification issued by the construction administrative department,or valid Class A
design qualification in the construction industry issued by the construction administrative department,or valid Class A
landscape architecture engineering design qualification issued by the construction administrative department.
注:境外机构在境内(除港、澳、台地区)已注册子公司,并以子公司名义参与应征的,按本条规定执行。
Note:Overseas institutions that have registered subsidiaries within China (excluding Hong Kong,Macao,and Taiwan
regions)and participate in the solicitation in the name of the subsidiary shall implement according to this provision.
1.3如投标人为中华人民共和国境外单位,须在其所在国家或地区合法注册,并具备城市规划或建筑设计或风景园林工程
设计有关资质:
If the bidder is an overseas organization of the People"s Republic of China,it must be legally registered in its country or
region and possess relevant qualifications in urban planning,architectural design,or landscape architecture engineering
design:
①若依该国或该地区有关城市规划或建筑设计从业或营业的管理规定,要求企业法人应具有相应执业资质或资格或营业许
可的,则须提供该单位的相应执业资质或资格或营业许可证明文件;
①lf the relevant regulations of that country or region concerning urban planning or architectural design practice or
business require the enterprise legal person to have corresponding practicing qualifications,certificates,or business
licenses, then the bidder must submit the corresponding practicing qualification,certificate,or business license proof
documents.
②若依该国或该地区有关城市规划或建筑设计或风景园林工程设计从业或营业的管理规定,未要求企业法人具有相应执业
资质或资格或营业许可的,仅对规划师、建筑师个人要求具有相应执业资质或资格或执业许可,则须提供该单位设计师本人的
注册或执业证书或会员证明材料,同时该单位应提供该国或该地区有关城市规划或建筑设计或风景园林工程设计从业或营业的
管理规定。
②lf the relevant regulations of that country or region concerning urban planning,architectural design,or landscape
architecture design practice or business do not require legal entities to have corresponding practicing
or
qualifications,
certificates,or business licenses, but only require planners architects individually to have corresponding practicing
qualifications, certificates,or practicing own licenses, then the organization must submit the designer"s registration,
practicing certificate,or membership proof materials. Simultaneously,the organization should submit the relevant
regulations of that country or region concerning urban planning, or landscape architecture design practice or business
management.
③港、澳、台规划设计单位的资格要求参照境外设计单位资格要求的规定。
③The qualification requirements for Hong Kong,Macao,and Taiwan planning and design entities shall refer to the
regulations for overseas design entities.
1.4本项目接受联合体
This project accepts consortia.
①以联合体形式投标的,联合体成员数量不超过2家,且须共同签署一份联合体协议书。不接受自然人及自然人组合的报
名。
②以联合体形式参与投标的,联合体各方不得再单独以自己名义,或者与另外的投标单位组成联合体参加投标,否则,相
关《资格预审申请文件》无效。
③以联合体形式参加:联合体所有成员均须满足本公告第1.1条的要求;联合体中承担规划或工程设计或风景园林工程设
计工作的所有成员根据其注册地必须满足第1.2条、1.3条对应的要求。
① For bids submitted as a consortium,the number of consortium members shall not exceed 2,and a consortium
agreement must be jointly signed.Registration by natural persons or combinations of natural persons is not accepted.
②When participating as a consortium,no member of the consortium may participate separately in its own name,or
form another consortium with other bidders.Otherwise,the relevant "Prequalification Application Documents" will be invalid.
③ Participation as a consortium:All members of the consortium must meet the requirements of Article 1.1 of this
announcement;All members of the consortium who undertake planning,engineering design or landscape architecture
engineering design work must meet the requirements corresponding to Articles 1.2 and 1.3 based on their registered
location.
2、投标单位业绩要求Bidder Performance Requirements
2.1、投标单位应具有近10年内承接过规划范围不少于20平方公里的县级或以上的城市规划或城市设计类项目业绩,并提
供设计合同业绩证明材料。
The bidder shall have undertaken county-level or above urban planning or urban design projects with a planning scope
of no less than 20 square kilometers in the past 10 years,and submit proof of design contract performance.
2.2参与本次征集活动的主创设计师须主持过多个同类项目,具有10年以上相关工作经验,且须全过程参与本次活动,包
括成果汇报、评审答疑(含视频会议)等重要环节工作。如在本次征集活动过程中发现主创设计师与资格预审申请文件材料所
提交的人员名单不符,主办单位有权取消其投标资格或入围资格。
The lead designer participating in this solicitation activity must have presided over multiple similar projects, possess
over 10 years of relevant work experience,and must participate in the entire process of this activity,including deliverables
reporting, review Q&A(including video conferences),and other important links.lf it is discovered during this solicitation
process that the lead designer does not match the personnel list submitted in the Prequalification Application Documents,
the Host has the right to cancel its bidding or shortlisting qualification.
3、投标单位其他要求Other Requirements for Bidder
3.1、鼓励投标单位跨界联合,融合城市规划设计、景观设计、建筑设计、陶瓷产业发展、运营策划、产业与功能策划等
不同经验的团队。
Bidder are encouraged to form cross-border consortia,integrating teams with different experiences in urban planning
and design,landscape design,architectural design,ceramic industry development,operation planning,industry and function
planning,etc.
3.2、参与本次征集活动的专业技术人员须为该投标单位在岗人员,为了保证项目团队人员对中国地区背景和相关要求的
准确理解,境外投标单位的专业技术人员团队中应至少有一名通晓汉语人士。
The professional technical personnel participating in this solicitation activity must be on-the-job staff of the bidding
organization.To ensure accurate understanding of the Chinese regional context and relevant requirements by the project
team personnel,overseas bidder must have at least one Chinese-speaking person in their professional technical personnel
team.
3.3、投标单位应按上述要求参与本次征集活动,否则主办单位有权取消其投标资格。除上述条款外,当本次征集活动主
办单位提出合理要求时,投标单位应继续补充提供符合相应要求的资格证明文件。
Bidder shall participate in this solicitation activity according to the above requirements;otherwise,the Host has the right
to cancel their bidding qualification.ln addition to the above clauses,when the Host of this solicitation activity raises
reasonable requirements,the bidder shall continue to supplement and submit qualification proof documents that meet the
corresponding requirements.
3.4、凡参加本次征集活动的申请人均被视为同意并接受方案征集文件的全部内容及条款。
AII applicants participating in this solicitation activity are deemed to have agreed and accepted all the contents and
terms of the Scheme Solicitation Documents.
五、费用设置Design Fee&Honorarium
本次征集活动对资格入围且参与方案评选的5家投标单位支付设计费用(含税):
This solicitation activity will pay design fees (tax inclusive)to the five bidders that are shortlisted in the prequalification
stage and participate in the scheme selection:
第一名:中选单位将获得项目方案设计合同资格,待完成项目方案整合和深化后,最终可获得完成的最终花园城市设计编
制费用合计人民币600万元(其中包括补偿费用人民币100万元及方案深化整合费用人民币500万元);
第二名:获得补偿费用人民币60万元;
第三名:获得补偿费用人民币40万元;
第四名:获得补偿费用人民币30万元;
第五名:获得补偿费用人民币20万元;
First Place:The selected organization will be awarded the project scheme design contract.Upon completion of the
scheme integration and deepening work,the organization shall receive a total fee of RMB 6,000,000 for the final garden city
design compilation (including an honorarium of RMB 1,000,000 and a scheme deepening and integration fee of RMB
5,000,000).
Second Place:An honorarium of RMB 600,000.
Third Place:An honorarium of RMB 400,000.
Fourth Place:An honorarium of RMB 300,000.
Fifth Place:An honorarium of RMB 200,000.
投标人可根据相应名次,分阶段分别获得对应方案补偿费。费用均以人民币为单位,含税。资格评选阶段未入围的投标单
位不获得补偿费。
注:本项目的设计费和补偿费不因主办单位调整城市规划或方案设计规模而调整,投标单位需充分响应。投标单位参加本
次征集活动产生的所有费用(含差旅住宿费)均自行承担。方案补偿费将在方案评选阶段的方案特邀评审专家评定其成果符合
《设计任务书》要求后向该入围单位支付。如经方案特邀评审专家评定,投标人的方案没有达到《设计任务书》要求的,应由
方案特邀评审专家单独出具书面意见且有半数以上人员签字,具体阐明不符合要求的设计内容以及扣款标准,主办单位将根据
该书面意见扣减直至不支付该投标人的方案补偿费。
Bidders can receive corresponding scheme honorarium in stages based on their respective rankings.All expenses are in
Chinese yuan, including tax. Bidders who are not shortlisted during the qualification evaluation stage will not receive
honorarium.
Note:The design fees and honorarium for this project will not be adjusted due to changes in urban planning or the scale
of the scheme design made by the Host.Bidders must fully accommodate such changes.All costs incurred by bidders
participating in this solicitation(including travel and accommodation expenses)shall be borne solely by the bidders.The
scheme honorarium will be paid to the shortlisted organizations after the specially invited experts in the scheme selection
stage confirm that its deliverables meet the requirements of the Design Brief.lf the specially invited experts determine that
a bidder"s scheme does not meet the requirements of the Design Brief,they shall issue a separate written opinion signed by
more than half of the experts,specifying the non-compliant design content and the corresponding deduction criteria.The
Host will reduce or even withhold the bidder"s scheme honorarium based on this written opinion.

七、报名方式How to Apply
(一)投标单位下载报名表格(报名表格附件可在中国采购与招标网http//www.chinabidding.com.cn/index.html、中国招
标投标公共服务平台http//bulletin.cebpubservice.com/下载,填写后发送至邮箱qzcjxjs@163.com, 咨询机构收到报名表后,
将以邮件方式回复资格预审申请相关文件(含相关技术资料)。报名截止时问为: 2026年2月9日17:30时。逾期递交或不符
合规定的报名信息恕不接受。
资格预审申请文件的报名文件汇总表以excel格式于2026年2月9日17:30前发送至邮箱qzcjxjs@163.com。
Bidders shall download the application form (the application form attachment can be downloaded from China
and Bidding Network http/lwww.chinabidding.com.cn/index.html,China Bidding and Tendering Public Procurement Service
Platform http//bulletin.cebpubservice.coml),fill it out,and send it to qzcjxjs@163.com.After receiving the application form,
the consulting agency will reply by email with the relevant prequalification application documents (including relevant
technical materials).The registration deadline is:17:30,February 9,2026.Late submissions or non-compliant registration
information will not be accepted.
The summary list of registration documents for the Prequalification Application Documents must be sent in Excel
format to qzcjxjs@163.com by 17:30,February 9,2026.
(二)资格预审申请文件须严格按照相关要求制作,递交资格预审申请文件包括现场递交和快递邮寄两种方式。
Prequalification Application Documents must be strictly produced according to relevant requirements. Submitting
Prequalification Application Documents includes two methods:on-site submission and express mail delivery.
1、以现场递交时,需持法定代表人授权委托书;若以联合体形式的,需持联合体牵头设计单位法定代表人授权委托书。
1.For on-site submission,a Power of Attorney of the Legal Representative must be presented;if in the form of a
consortium,a Power of Attorney of the Legal Representative from the lead design organization of the consortium must be
presented.
2、以快递邮寄方式递交时,请预留足够的快递运输时间,以材料送达时间为准。投标单位应做好快递包封工作,例如利
用纸箱或泡沫箱进行包封。邮寄过程中发生资料损坏、丢失等情形造成的后果,由投标单位自行承担。
2.When submitting by express mail,please reserve sufficient courier transportation time.The time of receipt shall be
based on the actual time the materials are delivered.The bidder should properly package the express,for example,using
cartons or foam boxes for packaging. Consequences arising from damaged or lost materials during mailing shall be borne by

(四)资格及方案提案评选时间及地点:本项目采用异地评审方式(评审地点在开标前以随机抽取的方式确定),各参与
方无需到达评审现场,评选时间以咨询机构实际安排的工作时间确定,一般在递交资格预审申请文件的提交截止时间后7天内
组织。
Qualification and Scheme Proposal Evaluation Time and Location:This project uses remote evaluation (the evaluation
location is determined by random draw before bid opening).Participants do not need to be present at the evaluation site.
The evaluation time is determined by the actual working hours arranged by the consulting agency,generally organized
within 7 days after the submission deadline for Prequalification Application Documents.
(五)资格预审结果通知:在确定入围投标单位名单后的3个工作日内,以公告形式公布入围投标单位评选结果。
