*3. 对投标人的资质业绩要求：
1) 投标人具有有效的营业执照（境内投标人）/企业经营许可证明文件（境外投标人）。
2) 投标人应当提供在开标日前3个月内由其开立基本账户的银行开具的银行资信证明的原件或复印件。
3) 投标人在投标前需在中国国际招标网（以下简称“招标网”，网址：http:// www.chinabidding.com）成功注册。
4) 信誉要求：
① 2020年1月1日至今，境内投标人在国家企业信用信息公示系统中未被列入严重违法失信企业名单或列入经营异常名录信息，在“信用中国”网站（www.creditchina.gov.cn）或各级信用信息共享平台中未列入失信被执行人名单。

② 2020年1月1日至今，境外投标人在中国境内没有不良业绩记录或严重质量问题，否则其投标也将被否决。

5) 财务和经营状况要求：没有处于破产、资产冻结、财产被接管、被责令停业、投标资格被取消等状态，且在2018 年以来财务状况良好，具有足够资产及能力来有效地履行合同。
证明材料（装订在投标文件中）：投标人须提供承诺函加盖投标人公章。
6) 投标人必须是制造商，本项目不接受代理商投标。
证明材料（装订在投标文件中）：投标人需提供制造商资格声明加盖投标人公章。
7) 投标人具有有效的中华人民共和国国家市场监督管理总局颁发的特种设备制造许可证（压力容器A6制造许可证，境外投标人的制造许可证应满足标的物进口许可及使用登记许可）。
证明材料（装订在投标文件中）：投标人须提供证书复印件加盖投标人公章。
8) 业绩要求：
投标人具备10万吨/年及以上规模LDPE或EVA超高压管道、超高压套管式换热器的供货业绩。
证明材料：投标人须提供业绩表，证明有相似工况下设备的制造经验（标明型号、用户名称、用户联系人和电话、用户所在地、投用时间、装置规模等），并出具销售合同关键页（首页及签字页）或最终验收证明复印件。若投标人投标文件提供的业绩表及所出具的合同或最终验收证明不满足上述全部要求，则视为没有业绩。
9) 本项目不接受联合体投标。
招标人和评标委员会保留审查原件的权利，如发现以上资质证书、业绩及相关资料造假的，作否决投标处理。

1. Entrusted by Sinochem Energy High-Tech Co., LTD Shanghai Branch (Tenderee), Sinochem Commerce Co., Ltd. (Tendering Agent) invites sealed bids from eligible potential bidders in terms of following goods and associated service in the manner of international competitive bidding.

*3. Qualification and Performance requirements to the bidders:
1) The bidder shall have a valid business license for domestic bidder or business license certificate for foreign bidder.
2) The bidder shall provide the original or photocopy of the bank credit certificate issued by the bank where the basic account is opened within 3 months before the bid opening date.
3) The bidder shall successfully register on China International Tendering Website (hereinafter referred to as "bidding.com", website: http:// www.chinabidding.com) before bidding.
4) Credibility requirements:
① From January 1, 2020 to the present, the domestic bidders must not been listed in the national enterprise credit information public display system or in the business exception list, and not been listed in the "Credit China" website (www.creditchina.gov.cn) or credit information sharing platform at all levels. The list of executed persons in breach of trust.

5) Requirements on financial and operational conditions:
The bidder must not be in the state of bankruptcy, asset freezing, property takeover, ordered to suspend business, or disqualified from bidding, etc., and be in a good financial condition since 2018, and have sufficient assets and ability to fulfill the contract effectively.

6) The bidder must be a manufacturer, bids from agents will not be accepted for this project.

7)The bidder shall have a valid special equipment manufacturing license issued by the State Administration for Market Regulation of the People's Republic of China (manufacturing license for pressure vessel A6, which shall be able to satisfy the license of the bidding products import and the use registration).
Supporting materials (bound in the bid document): the bidder shall provide a copy of the certificate with the bidder's official seal.
8) Performance requirements:
The bidder shall have a supply performance of EHP piping, EHP cased heat exchanger of LDPE or EVA with a capacity of 100,000 tons/year and above.
Supporting materials: the bidder shall provide performance list to prove the manufacturing experience of the equipment under similar operating conditions (indicating the model, user name, user contact person and phone number, location of the user, commissioning time, plant capacity, etc.), and provide a copy of the key pages of the sales contract (the first and signature pages) or the final acceptance certificate. If the performance list and the contract(or final acceptance certificate) provided in the bidder's bidding document fail to meet all the above requirements, the bidder will be regarded as no performance.
9) The Joint Venture bidding must not be accepted in this bidding project.
The tenderee and the bid evaluation committee reserve the right to review the originals of qualification certificates, performance and relevant information. If they are found to be falsified, the bid will be rejected.
4. Interested bidders can register and download the bidding documents (electronic version) online from 8:30 AM to 17:00 PM (Beijing time) every day from Jan., 11th, 2023 to Jan., 18th, 2024 (except holidays). The fee for platform use and technical support is RMB 1000 or USD 150. The bidders that did not register and download the bidding documents from Sinochem Commerce Co., Ltd. shall be rejected.
